Renovating in Ontario means working with two layers of rules. The province sets the Building Code and decides, for example, that many fully serviced urban lots can hold up to three homes. Your municipality issues the building permit and decides which jobs need one, and those lists differ: Mississauga treats finishing a basement as permit work, while Toronto does not for a finish that leaves the structure, plumbing and number of units alone.
There is no provincial licence for renovating an existing home. The Home Construction Regulatory Authority licenses new-home builders, and a few cities, Toronto and Mississauga among them, license renovators locally.
